Regional councils often collaborate with other community agencies to support the well-being and quality of life for at-risk, low-income and underserved residents.

The Western Illinois Regional Council is the parent organization to the WIRC-Community Action Agency, further broadening the scope of assistance for income eligible residents. Human services offered by the WIRC  include homebuyer assistance, housing rehabilitation and home weatherization programs. WIRC also provides victim services for survivors of domestic violence and sexual assault.

As an affiliated Community Action Agency, Two Rivers Regional Council provides staff to develop and administer human services programs and policies which further the efforts of local governments and aid the economically disadvantaged including the Home Buyer Program, Food Pantry and Reachout Centers and Energy Assistance.
